Hmm, after interviewing 200 top Federal IT "decision-makers and influencers" the study referenced found that "... the top security risks facing federal IT in the coming year as the growing volume and sophistication of cyber attacks and the potential loss of sensitive data due to mounting insider risk ..." As seen on the first chart 74% believe that the the expectation for foreign cyber attacks on critical U.S. IT infrastructure is "high" while 19% say "medium" (so 93% would expect to see this).

One wonders where this comes from... Certainly not from experience, since in answer to the question "What security incidents happened in your agency or department in the last year?", cyber-attacks came in 5th at just 22%...
